Executive Summary

The extremist forces behind Project 2025 want to impose a dark and radical agenda on our country – one that would strip us of our freedom to make decisions about our own bodies and our freedom to provide a good life for our families, leave us at the mercy of greedy corporations and controlling billionaires, undermine education, dismantle environmental protections, and rob us of democracy itself.

These very same forces have been quietly preparing for their national takeover right here in Florida – using our state like their swamp creature laboratory to test some of their most dangerous ideas.

In fact, a new investigation finds that the masterminds behind Project 2025 have worked on more than 100-state level bills in Florida over the past four years even as they have simultaneously plotted to restore Donald Trump to power in Washington. More than three-quarters of those bills have been passed by our state’s Republican-controlled Legislature and signed into law by Republican Gov. Ron DeSantis.

And they are now affecting nearly every aspect of life here in Florida.

These Project 2025 policies in Florida have eliminated access to abortion for most women and pregnant people. They have enabled book-banning and censorship in public schools and universities. They have put immigrants and queer communities in physical danger, and imposed systematic voter suppression on young people and people of color.

That’s not nearly all of it. Project 2025 policies in Florida have also driven up costs for renters and homeowners by allowing insurance companies to charge exorbitant rates. They have forced farmworkers and construction workers to toil in 100-degree heat without water or rest. They have made it harder for small businesses to compete with corporate giants, rolled back gun-safety laws, and undermined efforts to combat the climate crisis.

The corporations and billionaires behind Project 2025 want to control us, decide our futures for us, and attack the freedoms of all working families.

Let the experience of Florida over the past four years serve as a warning to the rest of the country: No one is safe from Project 2025.

The Methodology

An investigation by Florida For All identified nearly 120 pieces of legislation filed in Florida since 2021 that are linked to Project 2025. These are bills that were lobbied for, promoted, or otherwise supported by the organizations that serve on the Project 2025 advisory board and helped to write its “Mandate for Leadership” blueprint. Their support can be documented through lobbying appearances, press releases, white papers, legal filings, and other public sources of information.

It is important to note that the Project 2025 influence on Florida extends far beyond legislation. Project 2025 organizations have also worked directly with the DeSantis administration on executive orders, litigation, and personnel decisions. Their employees are embedded throughout state government from the Department of Education and precedent-setting appellate courts to the state historical commission and a public venture-capital fund. Project 2025 members have hosted Florida policymakers at events and supplied research to legislative staffers. They have even supported state election-crimes investigations.

Of the nearly 120 Project 2025 bills filed in Florida over the last few years, the following 12 dubbed the “Dirty Dozen” have been selected to showcase the impact this ultra-conservative plan has already had on working people in Florida and the issues we care about most.

The Instruments

In the past 4 years, Floridians have experienced the impact of state policies that drove up the cost of housing and groceries, exacerbated the impact of climate change, diminished the quality of employment opportunities, decreased diversity and inclusion initiatives, and ultimately attacked the freedoms of all Floridians working to provide a good life for our families while concentrating the wealth we create into the hands of a few corporate elites. Voters are intimidated by new state laws, and accessing the ballot has become more complicated. Judges and other appointed positions are in the pocket of Governor DeSantis, appointed only to do his bidding.

We have seen historically marginalized populations targeted, and a white-washed American history dominating Florida lesson plans while books are banned from school libraries. Increased bullying, decreased healthcare, and an attempt to erase Black, Latino, and LGBTQ+ identity mean many people live in fear and struggle to make ends meet. 16% of LGBTQ+ families fled the state between 2022 and 2023. Immigrant families are afraid to seek healthcare and have far worse recovery outcomes after natural disasters.

The climate, housing, and labor crisis in Florida did not occur randomly. It was the result of a carefully crafted strategy by the same people who created Project 2025. Many people may assume that their quality of life in Florida has worsened due to Federal policies and blame Congress and the Presidential administration. However, from our struggles with affordability and cost of living to the attack on our safety and our freedoms, what we are experiencing is a state level implementation of Project 2025’s priorities.

But the Heritage Foundation and other authors of Project 2025 could not do this alone. They needed compliant state elected officials willing to do their bidding. Rather than serve the interests of their constituents, Governor DeSantis and these state legislators are beholden to national billionaire interest, not the welfare of the voter. The policies they put into effect have made Florida the staging ground for what will become Project 2025’s National strategy- unless we stop it.

Our state elected officials are supposed to work for us. We deserve leaders that will fight for our freedoms, our families, and our futures. But after grading our state legislators based on their votes on the Dirty Dozen bills outlined above, we uncovered that many have pledged their allegiance to the wealthy corporate elites behind Project 2025.


Each of the eight legislators named below is up for reelection in November in critical battleground races that will decide the fate of the Republican supermajority in Tallahassee. These eight legislators have also been reliable -often unanimous- supporters of former President Donald Trump’s Project 2025 agenda:

We cannot let far-right extremists continue to use us as test subjects for their fascist experiment. As Florida goes, so goes the nation.
