After Floridians voted to restore the voting rights to most people convicted of felonies by a ballot initiative in 2018, over one million people saw their voting rights restored. However, the following Legislative Session, state lawmakers passed this Florida law to curtail the impact of the constitutional amendment. This law requires those who were enfranchised by the passage of Amendment 4 to pay all fines and legal fees before they can legally register to vote. Importantly and intentionally, it provided no mechanism for people with a conviction record to confirm the amount of those fees, or to verify their eligibility.
